Area-based perspective plan for Kalinganagar cluster in Odisha under PM Gati Shakti

Context
With over 28.5 Million Tons of Steel making capacity being added by 2040, Kalinganagar in Odisha is poised to becomes one of the largest Steel clusters of India Datavantage Advisory was mandated to develop a comprehensive area-based perspective plan covering economic vision, connectivity & logistics infrastructure, utilities & urban infrastructure and enabling policy & institutional framework to support the proposed growth The perspective plan will be an integral part of the PM Gati Shakti initiative, which will ensure timely and coordinated implementation of all identified infrastructure expansion and upgrade projects by Government of India (GoI) Ministries, State Government departments and local Government institutions.

Determining the Economic Development Vision of Kalinganagar in terms of proposed capacity expansion & resultant output, underlying investments and resultant direct & indirect employment Assessment of connectivity & logistics infrastructure (railways, roads, slurry pipelines, inland waterways) in the context of the proposed capacity expansion to identify gaps & recommend projects Analysis of utilities (power, water, natural gas), urban and social infrastructure, based on estimated increase in population living & working in the area to ensure planned development and quality of living Assessment of policy and institutional framework for coordinated industrial-urban growth and ease of doing business at the local level Validation of key findings and recommendations by concerned GoI Ministries and Government of Odisha
