Enhancing the Modal Share of Railways in Cement Logistics: A Strategic Framework

Context
  • A government-affiliated institution under the Ministry of Railways commissioned a study to identify challenges and opportunities for increasing the rail modal share in cement logistics, a key freight-intensive sector.
  • The study assessed factors contributing to the decline in rail movement of cement despite its cost and environmental advantages, including infrastructure gaps, wagon availability constraints, and first- and last-mile inefficiencies.
  • The assignment covered multimodal integration, bulk
    movement solutions, digitalization, and green logistics,
    supported by field visits and consultations with industry
    stakeholders and railway officials.
  • Datavantage Advisory was engaged to develop evidence-
    based recommendations to enhance rail competitiveness
    and improve logistics efficiency in the cement sector.

  • Conducted literature review and baseline assessment of
    modal split, logistics costs, and inefficiencies in cement
    transportation.
  • Developed an analytical framework covering modal competitiveness, infrastructure constraints, first- and last- mile connectivity, and policy barriers.
  • Undertook field visits and consultations in Chittorgarh cement cluster with major cement manufacturer (UltraTech, JK Cement, Birla Corporation, Nuvoco, and
    Wonder Cement) and Railway stakeholders (SCR and WCR) to gather industry and operational insights.
  • Identified key bottlenecks and developed recommendations to enhance the rail modal share in cement logistics.
